There are two main parts to creating a website. I am not going to delve into the small parts or more detailed aspects, but I am going to give you a general overview.
The Graphic Design
The first part entails finding a graphic designer and sharing your ideas with them. They will then draw up a wireframe (structure) of your site and then design it using Adobe Photoshop, Illustrator or Fireworks. This is where they create the colors, background, images, layout and font styles of your site. When they are done you should have exactly what you want your site to look like.
The Coding
Once the design is complete you must convert it to a HTML document (what websites are composed of). If you are using a CMS (Content Management System) like WordPress, Drupal, Joomla or Magento then it will be converted into PHP. There are many companies which offer this service but one which I used in the past is PSD to HTML Pros. They will hand-code your new website within 5-7 days and deliver your finnished product.

The cost for creating a website from scratch can vary. Whether you outsource or hire someone locally will affect your cost considerably. The price you can expect to pay for a graphic designer is anywhere between US$500-2500, depending on the level of complexity. To convert PSD to HTML (for a 7 page website) you can expect to pay US$500-800.
